In reaction, the ruling Bharatiya Janata Party (BJP) labeled the funds as an instance of ‘external interference,’ accusing the opposition Congress party of soliciting such intervention.

The Congress party refuted the allegations, questioning the validity of Trump’s claims as ‘nonsensical.’ The U.S. Government has yet to provide substantiating evidence for its assertions. India’s foreign ministry expressed concern over Trump’s comments, with spokesperson Randhir Jaiswal describing them as ‘deeply troubling’ and emphasized that ongoing investigations are in progress.

Trump’s administration has focused on budget reductions, which led to the establishment of the Department of Government Efficiency, spearheaded by Musk. The agency is set to reform federal spending, including contentious cuts to USAID, which has been responsible for humanitarian aid since the 1960s. Musk has publicly criticized USAID, calling it a ‘criminal organization’ and recently announced the cancellation of various funding projects.

One significant action included retracting $486 million allocated for the “Consortium for Elections and Political Process Strengthening,” which encompassed the disputed $21 million for voter turnout in India. His comments intensified when he further questioned the rationale behind the supposed $21 million expenditure aimed at influencing Indian elections during a summit in Miami. Simultaneously, BJP leader Amit Malviya shared a clip of Congress leader Rahul Gandhi’s statements advocating for intervention from major democracies, which was perceived as a call for external influence in India’s governance.

Congress leader Jairam Ramesh countered this assertion, inviting the BJP government to disclose the long-term support provided by USAID to both governmental and non-governmental entities throughout Prime Minister Modi’s administration. Despite heightened scrutiny, there has yet to be credible evidence that USAID distributed the claimed $21 million for voter turnout in India. Former Chief Election Commissioner SY Qureshi has denied any such funding during his service from 2010 to 2012.

Malviya previously suggested that an agreement was struck in 2012, linking the Indian electoral body to a group associated with George Soros’ foundation, funded by USAID. However, Qureshi characterized the claim as ‘malicious,’ stating that the agreement contained no financial obligations.

A recent investigation by the Indian Express indicated that the purported $21 million was actually allocated for Bangladesh, designed to support a campaign until July 2025, with approximately $13.4 million already utilized according to accessible records.
