German Greens Transition to Opposition Following 2025 Elections

Following the February 2025 elections, the German Greens have moved from governance to parliamentary opposition after securing only 11.61% of votes. The CDU and CSU are expected to partner with the SPD, overshadowing the Greens. Internal party discussions reveal concerns over election strategies and immigration rhetoric, with party leaders acknowledging past successes while preparing for a more challenging role ahead.

On February 25, 2025, following the Bundestag elections, the German Greens faced disappointment as they secured only 11.61% of the votes, a decline from 14.8% in 2021. This shift marks their transition from a coalition partner in the former government to the parliamentary opposition. The conservative Christian Democrats (CDU) and their sister party, the Christian Socialists (CSU), are expected to form a coalition with the center-left Social Democrats (SPD), marginalizing the Greens in the new government.

The current government, comprised of Green Party ministers, will continue until the CDU leader Friedrich Merz is appointed Chancellor. However, they will have limited influence during this interim period. The Greens’ power is anticipated to diminish by Easter 2025, concluding less than four years of governance, a scenario that leaves them feeling helpless.

Robert Habeck, the Green Party’s unsuccessful chancellor candidate, expressed a belief that the campaign was productive but ultimately yielded a less favorable outcome than desired. He noted, “This is not a good result: we wanted more,” while declining to seek a leadership position within the party in the coming weeks. Annalena Baerbock, the Foreign Minister, remains silent about her plans post-election, although she retains her seat in the Bundestag.

Habeck had previously indicated openness to coalition discussions with CDU/CSU, a stance that, according to co-leader Felix Banaszak, may have alienated potential voters. Many supporters feared the idea of Friedrich Merz as Chancellor, which compounded their electoral challenges. Additionally, Habeck’s strong rhetoric on immigration policies, particularly regarding deportations, also contributed to losing support, especially to the Left Party.

Despite the disappointing election results, Green Party leaders acknowledge their achievements during the coalition, citing advances in renewable energy and new citizenship laws. Co-leader Britta Hasselmann stated, “We achieved an incredible amount. But the coalition was very contentious.”

Now positioned in opposition, the Greens face the challenge of adapting to a new political landscape, especially amidst changing dynamics influenced by US President Donald Trump. Co-leader Banaszak emphasized the need for Germany to adopt a more assertive role within Europe during this period.

Although unlikely to be invited to form a coalition, the Greens could play a pivotal role in negotiating reforms regarding Germany’s fiscal policies, particularly concerning the debt brake. As they may have only weeks left in government, the Greens are poised, willing to engage in meaningful discussions to influence legislation that affects military funding and national security related to US commitments.

The German Greens experienced a significant electoral setback, transitioning from a coalition partner to opposition following the 2025 Bundestag elections. Their reduced share of the vote reflects internal and external challenges, including concerns over immigration policies and the perceived threat of a conservative leadership.
