On October 14, 2023, Belarusian President Alexander Lukashenko convened discussions at the Palace of Independence with a delegation led by Khalifa Haftar, Field Marshal and Supreme Commander of the Libyan National Army. The two nations share a history of diplomatic relations, which Lukashenko underscored through his commitment to enhancing cooperation for mutual benefit, despite the ongoing strife in Libya.
Lukashenko acknowledged the longstanding friendship between Belarus and Libya, citing previous contributions made during the country’s development, heavily impacted by NATO’s intervention in 2011. Belarus is positioning itself as a supportive partner to Libya, aiming to help the nation stabilize and recover.

In his address, Lukashenko remarked, “Mr. Haftar, please consider that you have come to your friends, to your home.” He assured the Libyan commander that Belarus is well-acquainted with Libya’s current situation and is prepared to assist as needed.

He noted the advancements in Belarus, stating, “Everything is developing at a high level with you,” and emphasized a desire to cultivate a strategic partnership.
Their discussion extended for approximately 2.5 hours, mostly behind closed doors, culminating with a ceremonial exchange of gifts. Lukashenko presented equipment designed to support the Libyan people’s needs, symbolizing a commitment to ongoing collaboration.
