He remarked, “We were told that a police force had been sent for ideological training… We want to see this police force return to Bukavu so that it can continue to maintain public order and, above all, intervene in cases of mob justice.” He reported that their organization documented 11 fatalities resulting from vigilante violence within a two-day span, primarily targeting individuals accused of crimes such as theft and witchcraft.

In a particularly tragic case, Moke Mwayuma expressed grief over her brother’s death, who was burned alive based on theft allegations. “He is not a thief. What is his crime? We don’t know. We found the fire over there, and he was burning in it,” she lamented. Dunia Masumbuko Bwenge, vice governor appointed by the M23 in South Kivu, has condemned the vigilante actions as being fueled by a populace that feels endangered by criminals perpetrating theft and violence.

The conflict in Bukavu escalated dramatically when the M23 rebel group advanced into Central Bukavu on February 16, marking a significant deterioration in over a decade of conflict tied to historic tensions and struggles for control over mineral resources in Eastern Congo. The Rwandan government has denied accusations of supporting the M23 militia, asserting that its actions are defensive against threats posed by Hutu militias allied with the Congolese government.
