More than 28 million Iraqis, or 60.7%, are eligible to vote in the October 2025 parliamentary elections, as announced by IHEC. The number of eligible voters has risen significantly, with Baghdad’s Rusafa district leading. Additionally, a large number of new eligible voters reached adulthood since the last elections, underscoring a continuous growth in electoral participation.
Iraq’s Independent High Electoral Commission (IHEC) has announced that over 28 million Iraqis, representing 60.7%, are eligible to vote in the forthcoming parliamentary elections set for October 2025. This marks an increase in eligible voters compared to previous elections. The Rusafa district in Baghdad boasts the highest number of eligible voters, followed closely by Karkh, Maysan, Nineveh, Anbar, and Dhi Qar.
Recently, IHEC revealed that nearly one million Iraqis, born in 2007, have attained the legal voting age of 18. Furthermore, the commission highlighted that, as per Iraq’s amended Election Law No. 12 of 2018, parliamentary elections must occur at least 45 days prior to the termination of the current legislative term.
For context, the number of eligible voters during the 2021 elections was reported at 25,139,375, while the 2018 elections recorded 24,352,253 eligible participants. This upward trend indicates a growing engagement in the electoral process among the Iraqi populace.
The IHEC has reported a substantial increase in the number of eligible voters for the upcoming elections, showcasing a commitment to democratic participation in Iraq. The legalization of nearly one million new voters reflects a proactive approach to enfranchisement, and adherence to electoral laws ensures the timely conduct of elections. Overall, the trends indicate a positive trajectory towards electoral engagement in the nation.
