Tymur Tkachenko, the head of Kyiv’s military administration, criticized the attack, positing, “Today, the Russians are once again demonstrating their ‘desire for peace.’ In reality, terrorists are simply launching deadly weapons at residential buildings.” This strike precedes scheduled ceasefire discussions between U.S. and Ukrainian officials in Saudi Arabia, highlighting the tense backdrop of ongoing negotiations.

In addition, experts from Russia and the U.S. will focus on ensuring safe shipping practices in the Black Sea. Notably, President Vladimir Putin and President Volodymyr Zelenskyy had previously consented to a partial ceasefire regarding energy and civilian infrastructures, although both sides have accused one another of breaches to the agreement.
